Kovrovo on the coast of the Zelenogradsk district, by the «Primorskoye Koltso» highway.
In Sokolniki, minutes from the plot, the «Akvapolis» tourism and recreation cluster is being developed. Its core is the largest indoor aquapark in Russia and Northern Europe, with an artificial surfing wave, a spa complex, a sanatorium, hotels and a Blue Flag beach. The project has been approved by the Kaliningrad region investment council.
Land beside a magnet for 2 million tourists a year is a classic case for multiple value growth. Buying 1,200 m² in Kovrovo now means entering the area before the cluster reaches full capacity.
The cluster is being built in phases: the first hotels are already launching, and full delivery will lift demand and land prices across the whole coast. This is investment potential, not a guaranteed return — but the history of coastal land speaks for itself.
On the same Alpiyskaya street, a 160 m² house on a 1,200 m² plot is listed for ₽23 M — a clear benchmark for the end value of a developed plot. The land under it cost many times less than today's finished property.
A flat, regularly-shaped plot — 1,200 m² for a private home, 3.5 km from the Baltic Sea, in an established residential part of Kovrovo. An important detail: the plot is not on a busy main street, but on quiet Zhivopisnaya — with an open view of nature and space, no dense building in front of the windows, yet within walking distance of all amenities. Around it — modern houses, pine forest and clean air; the «Primorskoye Koltso» highway is nearby, and Kaliningrad is 20 minutes away. This is land people move onto to live, not to wait for years.
The Zelenogradsk coast is a destination with steady demand. The settlement keeps growing, and every new house around lifts the value of the land. If desired, the plot can be split into two of 600 m² each.
Cadastral number assigned, Urban Development Plan (GPZU) issued, surveying and on-site boundary staking done, lease rights registered with Rosreestr. Zone Zh-4 (residential). No encumbrances; processed via MFC or online. All documents are in the dossier below.
Electricity runs along the plot boundary. The neighbouring Alpiyskaya street has mains water, sewerage and gas — there is a real technical option to connect during construction.
A 20-year lease (until 8 June 2046) with a buyout right. After the house is built, the plot is bought into ownership at a fixed price of ₽512,286 — 50% of the cadastral value, set by council decision No. 411.
